In March of 2007, the Salt Lake County Redevelopment Agency commissioned a study to identify priority areas for redevelopment within Salt Lake County. The West Millcreek area was categorized as a Level 1 Priority - meaning there are "immediate opportunities. with the "greatest need and highest probability of success."

Based on this finding, A/P Associates were retained in August 2007 and completed a study focusing on the redevelopment potential of West Millcreek. The study showed that West Millcreek howed increasing signs of neglect and disrepair. While devvelopment has thrived in surrounding areas of Salt Lake County, but this areas of the County has experienced a decreasing populations, significatly lower-than-average incomes, a higher than average poverty level, and low property values.

These findings prompted the Salt Lake County Redevelopment Agency to begin the process of creating an Urban Renewal Project Area in West Millcreek. The first step in this process is to conduct a blight study in the area. The consulting firm of Lewis Young Robertson and Burningham has been retained to conduct the blight study.
